Your Role

As the Program Manager, Finance, Risk, and Regulatory Technology (PM–FRR), you will lead the delivery of systems that support the bank’s financial management, risk oversight, and regulatory reporting obligations. Reporting to the Chief Technology Officer, you will coordinate with Finance, Risk, and Compliance leaders—along with third-party integration partners—to implement and maintain technology solutions that provide accuracy, transparency, and auditability.

Programs in this portfolio often span data management, analytics, and workflow automation. You will ensure that systems for financial reporting, risk assessment, and compliance monitoring are integrated with core and payments platforms, operate reliably, and meet evolving regulatory expectations.

Location: This is a fully on-site position in Houston, TX. The role depends on close collaboration with business and technology partners, which is best achieved through in-person engagement.

Key Responsibilities

  • Manage FRR systems delivery: Oversee implementation and enhancement of finance, risk, and regulatory platforms to ensure accuracy and transparency.

  • Coordinate stakeholder engagement: Collaborate with Finance, Risk, and Compliance teams to align requirements, reporting needs, and regulatory priorities, and to ensure timely sign-off on all User Acceptance Testing.

  • Ensure data quality and lineage: Maintain traceability across reporting systems to support audits and regulatory submissions.

  • Oversee vendors and integration partners: Direct third-party providers responsible for implementing and maintaining FRR technologies.

  • Monitor compliance and governance: Ensure adherence to internal controls, regulatory expectations, and PMO standards.

  • Manage project budgets: Collaborate with the Director of the PMO to establish budgets, track performance, and validate post-project results.

  • Stay ahead of trends: Maintain awareness of emerging technologies, regulatory requirements, and operational risks affecting the business.

  • Work collaboratively: Partner across teams to continuously improve the department’s effectiveness and strengthen alignment between Technology and other business functions.

  • Perform other related duties as needed: Support additional initiatives or responsibilities consistent with the scope and purpose of the role.

About You

You are an experienced program manager who thrives on bringing structure, clarity, and momentum to complex technology deliveries. You excel at coordinating diverse contributors—business leaders, vendors, and integration partners—to deliver high-quality products on schedule and within budget. You are comfortable managing programs that rely on configuration and integration rather than in-house software development, and you know how to keep third-party teams aligned with business priorities and governance standards.

You bring:

  • A minimum of 7 years of experience managing technology programs or large projects within financial services. Experience with one or more relevant problem domains (financial control, risk management, regulatory reporting) is strongly desired.

  • Demonstrated success coordinating multi-vendor or SaaS-based implementations, with strong command of integration and configuration management.

  • Proven ability to translate business objectives into executable delivery plans and to maintain focus on value, schedule, and cost.

  • Excellent organizational and communication skills—able to build consensus across business, technology, and vendor teams.

  • Sound financial discipline, including budget planning, variance tracking, and post-implementation review.

  • A commitment to continuous improvement and to working within the PMO’s governance frameworks to strengthen delivery practices across the technology organization.

  • Experience with Agile and hybrid project methodologies and the judgment to tailor them appropriately to the scope and urgency of each initiative.
